Dwayne is an experienced appellate and trial litigator. His practice focuses on high-stakes, complex proceedings concerning constitutional law, administrative law, and communications law. He frequently represents parties and amici in the U.S. Courts of Appeals and the Supreme Court of the United States in cases involving statutory construction and the First Amendment. Dwayne also has deep expertise representing corporations in the enforcement of arbitration agreements under the Federal Arbitration Act. In addition, Dwayne provides regulatory compliance counseling and strategic advice to corporations in the technology sector on issues involving autonomous and connected vehicles.
Dwayne is also an adjunct professor of law at William and Mary Law School, where he co-directs the Appellate & Supreme Court Clinic.
Previously, Dwayne served as a law clerk to Judge Janice Rogers Brown of the United States Court of Appeals for the District of Columbia Circuit, and Judge George L. Russell, III of the United States District Court for the District of Maryland.
